Possible to modify/migrate a existing .pbl file without using workspace(.pbw) and target files(.pbt)

I've a project to work update and few changes on PowerBuilder .pbl files, that I want to update/edit something, but i dont have any workspace(.pbw) and target files(.pbt). Is it possible to modify directly .pbl files.

Please suggest...
